17 North Virginia Avenue 9-11-08 On September 11, 2008 at approximately 17:15 hours, a neighbor of chief 5’s was knocking on his front door. Chief 5 Roy Lipscomb went to the door and when he opened the door to the neighbor, she pointed down the street and said look that house is on fire. Chief 5 saw heavy black smoke billowing from the house, and went to his chief’s vehicle and called Emergency Communications and advised them to dispatch the assignment for a working house fire at 17 North Virginia Avenue; this was a multi-family duplex home. The box assignment was dispatched and Chief 5 established North Virginia Avenue Command. The first arriving unit was Engine 51 with firefighters Billy Beacht, Matthew Hoffman, Bill Watson, Chris Henry and driver Tom Watson. Hand lines were pulled and entry was being made to 17 North Virginia Avenue, when a neighbor came up and said that no one was home at either side of the duplex. However, two large dogs were in the side the fire was in, and the entry crew was advised of this. The entry crew was Matt Hoffman on the nozzle and Bill Watson and Chris Henry as backup. Command advised Rescue Engine 52 to come in on side C of the structure and start suppression from that side, and to also take down the fence on side C so that the first arriving Ladder Truck could ladder the roof on that side and ventilate. Personnel from Company 19 arrived and ask command for instructions and they were given the assignment to take out windows around the structure for ventilation. No sooner than they started, a crash was heard and Firefighter Hoffman was bailing out a first floor window and on to the porch. He was pulled from the porch, his mask was removed, and command asks him what was wrong, he replied it felt like I was burning up. Firefighter Hoffman was treated on the scene and transported to Frederick Memorial Hospital. Another neighbor came over and said that the woman where the fire was had taken her two dogs with her, when she left. As other units and firefighters arrived on the scene and given assignments, the fire was soon contained. A report of another Firefighter down on Side C was given to Command and EMS personnel were sent to that side to treat the Firefighter, who was also transported to Frederick Memorial Hospital. Approximately 33 minutes into the incident a Brunswick Police Officer came over to command and said that the resident from the other side of the home at 15 North Virginia Avenue had just arrived at the scene and said that she had four dogs in her residence. Command advised the officer to get her keys so they could gain entry and to ask her where the dogs may be. The officer came back with the keys, advised command that one dog was in the second floor bathroom with the door shut, and that the other three were in a second floor bedroom in kennels. Command had Firefighters Bill Watson and Chris Henry ready at the door to go in to locate and rescue the animals. The door was opened and smoke conditions on the first floor were minimal. The Firefighters made their way to the second floor, and came back out in approximately nine minutes and advised command that the dogs were located, but unfortunately, they were deceased. Command called for animal control to come to the scene and the Police Officer notified the resident that her dogs were deceased.
The time is 16:09 hours the fire has been extinguished and units from Loudoun County Virginia and Jefferson County West Virginia are on the scene assisting Frederick County there are approximately 20 pieces of apparatus and 75 Fire and Rescue Personnel here. County Fire Marshal’s begin their investigation to determine the cause of the fire at 17 North Virginia Avenue, and crews are sent into 15 North Virginia Avenue to pull walls that separate the structures to check for possible extension. County Fire Marshal’s finish their investigation and salvage and overhaul operations are started, command releases some units not committed. Fire Marshals advise Command that the cause of the fire is determined to have started from a lint build up in the dryer vent pipe, the resident at 17 North Virginia had advised the Fire Marshal that she had just put a load of clothes in her dryer, prior to leaving the residence. Estimated dollar loss of the structure was $100,000 and estimated dollar loss of contents to both residences was $50,000, all though fire damage to 15 North Virginia was minimal, the loss of their contents due to heat and smoke was large. The last unit from Brunswick, Engine 51 cleared the scene at 22:08 hours. Both of the Firefighters transported to the hospital were treated and released, one with a strained knee and the other with strained ligaments in his foot.
I would like to suggest to all residents that they inspect and clean their dryer vent pipes on a regular basis to avoid the possibility of a fire. I also urge all residents who have pets in their home to place pet rescue stickers on all the doors of their home to alert us that there are animals in you home so we can make every attempt to rescue them. This incident was a multiple jurisdictional incident and was an excellent example of how well multiple jurisdictions can work together, and I would like to thank all of the Fire/Rescue officers and personnel from all the jurisdictions who were on the scene as well as all other agencies represented for their outstanding support and effort.

On Tuesday October 13, 2009 at 02:10 hour’s companies 5, 19, 20, Medic 20 and EMS 901 was dispatched to 3826 Olive School Road for a vehicle accident. Dispatch reported two ejected with the vehicle on fire. Units arrived on the scene to find four patients out of the vehicle with the vehicle on fire. Chief 5, Lipscomb established command, aviation was called for, as was an additional medic unit. Engine 201’s crew extinguished the fire and Rescue Engine 52’s crew assisted company 19 and 20 personnel with patient care. All four patients were categorized as category A trauma patients. The driver evidently left the scene on foot and Sheriff’s Department personnel with K-9 began a search in the fields and wooded area for the driver.
Two patients were transported by air one by Trooper 3 and the other by Trooper 1 to Shock Trauma, and the other two were transported by ground to Washington County Hospital one by Ambulance 197 and the other by Ambulance 199. A fourth ambulance was requested by command to stand by for the driver if found, Ambulance 289 was to the scene to stand by.
Rescue Engine 52 and Squad 19 remained on the scene assisting the Sheriff’s Department with lighting while they conducted their investigation. The driver was eventually located and transported by Ambulance 289 to Frederick Memorial Hospital as a priority 3 patient.

On Thursday at 23:31 hours Companies 5, 19, and Medic 20 was dispatched for a mutual aid 10-50 PI on the Potomac River Bridge in Washington County. Dispatch reported a head on collision with entrapment. Units arrived on the scene to find three vehicles involved with a head on collision between a van and a pick up truck. The driver of the pick up truck a female was pinned and was extricated by Rescue Engine 52’s personnel with their Amkus tools and assistance from company 19 personnel. The passengers, door, and roof were removed and the dash was rolled to free her. She was a Category A trauma patient, as was the driver of the van, however she was not pinned. Aviation was called and Troopers 3 and 2 were dispatched to transport both of these patients to Trauma Centers. The driver of the third vehicle was transported to the local hospital as a priority 3 patient.
Apparently the driver of the pick up truck was headed east on the bridge and side swiped a small passenger car headed west, and then the pick up truck veered back into the westbound lane striking a westbound van head on. Units remained on the scene until 01:09 hours assisting Maryland State Police with lighting while they conducted their investigation.

| |  | Route 340 and Route 67 Auto Accident 10/3/09
On Saturday 10/3/09 at 10:17 hours Companies 5, 19, and Medic 20 were dispatched for an auto accident with the vehicle on fire at Route 340 and Route 67 in Washington County. Ambulance 199 arrived on the scene and reported a single vehicle into a guardrail with the vehicle on fire. Witnesses said the driver had gotten out of the vehicle and flagged a passerby down, who stopped and picked him up. Rescue Engine 52 arrived on the scene and pulled a 13/4 inch attack line and extinguished the fire.
It appears that the vehicle was traveling east on Route 340 and crossed the concrete median into the westbound lane striking the guardrails head on, bouncing back into the westbound roadway and the striking the guardrails at old Weverton Road where the vehicle came to rest. Chief 5 advised Washington County ECC of the situation. Potomac Valley arrived on the scene and Companies 5 and 19 returned to service.
